CITY OF EVERETT ADVERTISEMENT FOR BIDS Notice is hereby given that sealed bids for the Port Gardner Storage Facility West Marine View Drive Storm and Combined Sewer – Construction Package 2 project will be received at the City Clerk, 1st Floor Everett Municipal Building, 2930 Wetmore, Everett, WA, 98201, until 2:00 p.m. on Tuesday, February 10, 2026. At the appointed time, all bids will be opened and read aloud publicly via live streaming, or bidders may attend the bid opening in person at 2930 Wetmore Ave, Suite 9E, Everett, WA 98201. The link to view the live streaming bid opening can be found at: https://everettwa.gov/319/Procurement. The engineer’s estimate for this Project is $60,593,717.00, not including sales tax. The project “Port Gardner Storage Facility West Marine View Drive Storm and Combined Sewer – Construction Package 2” consists of construction of various diameter pipelines and structures to convey wastewater and stormwater to the Port Gardner Storage Facility (PGSF) from multiple locations north and south of PGSF. The PGSF will provide temporary combined sewer storage, reducing CSOs at the City’s four remaining uncontrolled CSO discharge points to meet the Washington State Department of Ecology executed Agreed Order number 11638.This facility will also provide stormwater treatment for separated stormwater drainage basins with conveyance to the City’s deepwater outfall and local stormwater conveyance to the Everett Water Pollution Control Facility. This facility is scheduled to be operational by December 31, 2027. This online plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is recommended that Bidders “Register” in order to receive automatic e-mail notification of future addenda and to place themselves on the “Self-Registered Bidders List". Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. All bids/proposals must be made upon the City forms provided in the bidding documents and must be accompanied by a bid bond or certified check or cashier’s check in an amount not less than five percent (5%) of the total amount of the bid/proposal, all in accordance with the bidding documents. A one hundred percent (100%) performance bond (and a one hundred percent (100%) payment bond, as may be required in the bidding documents), on form(s) provided by the City, will be required of the successful bidder to guarantee faithful performance of the contract. The City reserves the right to reject any and all bids and to waive any irregularities or informalities. Except as may be provided in the Contract Documents, no Bidder may withdraw his Bid after the hour set for the opening thereof. The City further reserves the right to make the bid award as deemed in the best interest of the City. The right is reserved by the City to postpone the award for a period of 45 days after bid opening. The Contractor will be required to comply with all local, State, and Federal laws and regulations pertaining to equal employment opportunities. It is anticipated that this project will be funded in part by the Washington State Department of Ecology. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to any contract or subcontract resulting from this solicitation for bids.
