DETERMINATION OF NON-SIGNIFICANCE Orcas Island School District No. 137 2025 Orcas Island School District Levy Project DESCRIPTION OF PROPOSAL: The Orcas Island School District (District) is proposing to complete parking, paving and circulation improvements at the Orcas Island School District Campus. The project is associated with the District’s 2025 Capital Improvement Levy and is intended to improve onsite circulation for drop-off queues and through traffic, enhance pedestrian safety throughout the protected pathways, and increase onsite parling capacity for students, staff and visitors. Proposed site improvements include resurfacing existing school drives and parking areas; construction of new drive aisles and parking stalls; construction of pedestrian paths; update site striping and channelization and new landscaping and site lighting. Utility improvements include installation of an underground stormwater detention vault, a proprietary water-quality treatment facility and associated stormwater conveyance systems. In addition, a new 2-inch domestic water service line extension and a 2-inch hose bib are proposed to serve the bus storage area. The proposal would require a Land Use Permit and a Clearing and Grading Permit from San Juan County. An Electrical Permit from the Washington State Department of Labor and Industries as well as a National Pollutant Discharge Elimination System from the Department of Ecology is required. PROPONENT: Orcas Island School District No. 137 LOCATION OF PROPOSAL: The project is located at 557 School Road, Eastsound, Washington 98245. The San Juan County tax parcel numbers for the site are 271414001000 and 271411008000. LEAD AGENCY: Orcas Island School District No. 137 Note: Issuance of this threshold determination does not constitute approval of the permit. This proposal will be reviewed for compliance with all ap-plicable San Juan County codes and regulations that regulate development activities. The lead agency for this proposal has determined that the proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This determination assumes compliance with State law and San Juan County ordinances related to general environmental protection including, but not limited to access improvements, building construction, drainage and utilities. This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public upon request. It is the policy of the District that, when undertaking an action involving the exercise of substantive SEPA authority, the District shall consider, as appropriate under the circumstances, the ramifications of such action as to one or more of the factors listed in Orcas Island School District Policy 6890. This Determination of Non-Significance (DNS) is issued under WAC 197-11-350(2). The lead agency will not act on this proposal for 14 days from the date below.
