CITY OF EVERETT ADVERTISEMENT FOR BIDS Notice is hereby given that sealed bids for the Lift Station No. 1 Valve Replacement (Project A) and WPCF Chlorine Contact Channel Isolation Valve Replacement (Project B) will be received at the office of the City Clerk, 1ST Floor Everett Municipal Building, 2930 Wetmore, Everett, WA, 98201, until 2:00 p.m. on Tuesday, May 19th, 2026. At the appointed time, all bids will be opened and read aloud publicly via live streaming, or bidders may attend the bid opening in person at 2930 Wetmore Avenue, Suite 9E, Everett, WA 98201. The link to view the live streaming bid opening can be found at: https://everettwa.gov/319/Procurement. The engineer’s estimate for this Project is $590,000.00 not including sales tax. The City of Everett owns the Lift Station (LS) No. 1 at Pigeon Creek Road, Everett, WA, 98203 and the Water Pollution Control Facility (WPCF) at 4027 4th Street SE, Everett, WA 98201 and is seeking a Contractor to construct and/or install the following, including but not limited to: Project A: 1. Temporary erosion and sediment control measures. 2. Trenching, excavation, shoring, dewatering, bedding, backfill, and compaction for installation of a new plug valve, precast vault, and line stop fitting along an existing 30-inch ductile iron force main. 3. Bypass pumping from backup LS 1B to the LS 1 wet well to facilitate installation of the line stop, new 30-inch valve, and associated appurtenances. 4. Installing a line stop fitting, including pouring and curing a concrete block under the existing pipe to support the line stopping equipment, to execute a line stop and removing the line stop equipment and sealing the line stop fitting when the valve installation is complete. 5. Removing a portion of the existing 30-inch ductile iron force main to facilitate installation of the new plug valve. 6. Installing the new 30-inch plug valve, connecting piping, and associated appurtenances. 7. Installing a precast vault for the new 30-inch plug valve with cast-in-place footings. 8. Surface restoration. Project B: 1. Temporary erosion and sediment control measures. 2. Removing and reinstalling the existing chlorine contact channel isolation valve vault cover to facilitate replacement of an existing 48-inch butterfly valve. 3. Cutting the flange off the existing 48-inch concrete cylinder pipe in the vault to facilitate installation of the new valve. 4. Demolishing and removing the existing isolation butterfly valve, stem, and operator pedestal at the chlorine contact channel isolation valve vault. 5. Installing a new 48-inch butterfly valve, flange coupling adapter, and pipe support in the existing chlorine contact channel isolation valve vault. Mandatory Pre-bid meetings are scheduled on May 6th 2026 at 2:00 pm and May 13th 2026 at 11:00 am on site at 4027 4th Street SE, Everett, WA 98201. All interested bidders must attend at least one (1) of these scheduled pre-bid meetings. See Section 00 25 13 – Pre-bid Meeting for more information. Bidders that do not register will not be automatically notified of addenda and will need to periodically check the online plan room for addenda issued on this project. All bids must be made upon the regular forms provided for this purpose and must be accompanied by a bid bond or certified check in an amount not less than five percent (5%) of the total amount of the Bid. One hundred percent (100%) Payment and Performance Bonds will be required of the successful bidder to guarantee faithful performance of the contract. The City reserves the right to reject any and all bids and to waive any irregularities or informalities. No Bidder may withdraw his Bid after the hour set for the opening thereof. The City further reserves the right to make the bid award as deemed in the best interest of the City. The right is reserved by the City to postpone the award for a period of 45 days after bid opening. The Contractor will be required to comply with all local, State, and Federal laws and regulations pertaining to equal employment opportunities.
