CITY OF LYNNWOOD NOTICE TO CONSULTANTS FOR Lift Station 14 Improvements The CITY OF LYNNWOOD solicits interest from consulting firms with expertise in Utility Engineering Design for the sanitary sewer Lift Station 14 Improvements project. This agreement will be for approximately 2 years in duration with the option for the CITY OF LYNNWOOD to extend it for additional time and money if necessary. Consultants will be considered for the following project. The CITY OF LYNNWOOD reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. The City may change the date and time for submitting proposals prior to the date and time established for submittal. A full version of the RFQ can be found at https://procurement.opengov.com/portal/lynnwoodwa?status=all Project Description Sanitary Sewer Lift Station 14 needs to be upsized and rehabilitated by early to mid-2028 due to insufficient capacity required for development in the basin. The work to be performed by the CONSULTANT may include but is not limited to the following: design and preparation of PS&E - Plans, Specifications, and Estimates for the construction, installation, repair, modification, and/or replacement of the facility's mechanical, electrical and control equipment, force main and gravity main connections, valves, meters, vaults, pig launching port, bypass port, generator, pumps, and site improvements needed to mitigate the ongoing settlement and flooding concerns. At any time during the design of the project, the City may request the selected firm to increase the scope with supplemental fee to design a full replacement or relocation of the facility and the associated gravity mains and force main. The City reserves the right to add Right-of-Way services if needed either through the Prime consultant or a subconsultant to the Prime or by utilizing the City's on-call ROW contracts. Consultant services may also include but are not limited to the execution or preparation of: Preliminary engineering, PS&E - Plans, Specifications, and Estimates, 30/60/90 submittals, Alternative analysis, development of a preferred alternative, Sewer Basin growth forecast studies, Project management, Topographic survey, base mapping, legal descriptions, Geotechnical investigation/engineering, Environmental permitting and documentation, Storm drainage analysis, Subsurface utility engineering (SUE) and utility coordination, Utility engineering design, Stakeholder coordination, Public involvement, Risk assessment, Traffic Control Plan, Traffic modelling/traffic analysis, ROW acquisition/easement acquisition, Title report acquisition, Final ad-ready PS&E, Assistance with bidding and award, Engineering support during construction, Construction inspection, Construction management, and other related tasks The CITY OF LYNNWOOD reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN) associated with this/these service(s). Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: qualifications of proposed project manager, qualifications of team, experience of firm on similar services, ability to meet schedule, approach to project, familiarity with applicable standards, past performance and references, and others listed in the full RFQ. Submittal Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed along with additional information found in the full RFQ.
