CITY OF LYNNWOOD REQUEST FOR QUALIFICATIONS FOR TRAFFIC MODELING AND ANALYSIS ON CALL SERVICES The City of Lynnwood Public Works Department (City) issues this Request for Qualifications (RFQ) to solicit interest from consultants seeking evaluation and consideration for providing on-call engineering services in the Traffic Modeling and Analysis discipline. The City intends to retain one to two firms under on-call contracts. The agreement will have duration of five (5) years, with the option for the City to extend the term for an additional year and additional funding, if necessary. The total agreement amount will not exceed $500,000.00. The City will place on file all submitted Statements of Qualifications (SOQ) received from Washington State-certified Professional Engineers and/or engineering firms to perform work associated with project tasks The CITY OF LYNNWOOD reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Project Description The Consultant services may include, but are not limited to, providing traffic modeling and analysis services, including some or all of the following: Level of Service (LOS) evaluations and existing operations analyses; roundabout evaluations and analyses; Six-Year Transportation Improvement Program (TIP) support; Traffic Impact Fee code amendments, fee rate studies, and Traffic Impact Analyses (TIAs); macro- and micro-traffic analysis, traffic simulation, and travel demand forecasting; traffic model development, maintenance, calibration, and operational updates; signal warrant analyses, access analyses, and intersection operations analyses; intersection design, including traffic signal and pedestrian signal design; multimodal data collection, including traffic counts and turning movement counts; and grant application support and development. Civil Engineering & Conceptual Design: Preparing PS&E (Plans, Specifications, and Estimates) for traffic projects, channelization modifications, and site improvements; assisting the City with managing its traffic concurrency program; and assisting the City in reviewing planned development projects with respect to traffic impacts and potential mitigations. Public Outreach: Supporting community workshops, preparing display materials, and assisting with web-based public input tools. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: qualifications of proposed project manager, qualifications of team, experience of firm on similar services, ability to meet schedule, familiarity with applicable standards, past performance and references, and others listed in the full RFQ.
