BUDGET RESOLUTION 16 2026 CALL FOR HEARING FOR DEBATABLE EMERGENCIES IN THE FUNDS LISTED BELOW THE BOARD OF CLALLAM COUNTY COMMISSIONERS finds as follows: 1. Pursuant to RCW 36.40.140, the following facts constitute a public emergency that could not reasonably have been foreseen at the time of making the budget: Sheriff-Clinical Services - The Clinical Services overtime budget was not adjusted as staffing increased from 3.25 to 13.25 FTEs. The budget is already 295% over spent, and additional funding is needed to meet essential inmate healthcare needs through year-end/$7,000 Sheriff-Operations - The overtime budget has not kept pace with rising wage rates, while staffing and public safety demands continue to require overtime. Detective overtime is over 90% spent and patrol overtime has exceeded its budget, necessitating additional funding through year-end/$162,500 General Fund Transfer to Clallam Bay-Sekiu Sewer - (1 of 2) Additional funding is needed due to unexpected costs resulting from a staff member's extended health-related leave, The employee did not return as anticipated, requiring increased consultant and temporary staffing services through August 2026/$65,000 Public Works-Clallam Bay-Sekiu Sewer - (2 of 2) Additional funding is needed due to unexpected costs resulting from a staff member's extended health-related leave.
