ISLAND COUNTY REQUEST FOR QUALIFICATIONS FOR RACE ROAD FISH PASSAGE CULVERT #1893 REPLACEMENT RECREATION AND CONSERVATION OFFICE GRANT NUMBER 24-1117R ISLAND COUNTY NUMBER JL 00590-0603 / CDP 26-01 The work to be performed by the CONSULTANT consists of the design and construction support of a fish passage culvert located under Race Road near Coupeville in Whidbey Island in Island County, Washington. The general scope of work includes preliminary site characterization, collection and analysis of geotechnical data, analysis of hydraulic data, completion of a topographic and right of way survey, right of way appraisal & negotiations, environmental permitting and monitoring plan, restoration and/or realignment of the stream to current fish passage standards, and the design and construction support of a fish passage replacement culvert #1893 that should accommodate the flow conveyed by both culvert 1893 and 1894. The project is funded by Island County and Puget Sound Acquisition & Restoration (PSAR). Consultants agree to solicit and recruit to the maximum extent possible, certified minority owned (MBE) and women owned (WBE) businesses in purchases and contracts. These goals are expressed as a percentage of the total dollars available for agreement and are as follows: This contract has a goal of 14% Disadvantage Business Enterprises (DBE). The major tasks of the project may include but are not limited to the following: • Design of a fish passage culvert to meet current standards and regulations. • Design stream flow path and restoration to fish passage standards within the boundaries of the project area. • Preparation of a Geotechnical Engineering Report including subsurface soils investigation and engineering analysis and recommendations. • Preparation of a Full Topographic Survey and Existing Conditions for Plan Development including right-of-way (ROW) survey of existing and proposed, legal descriptions, and exhibit maps for new ROW and/or permanent/temporary easements. • Preparation of a Right of Way Plan. • Property appraisal and negotiations for new ROW and/or permanent/temporary easements. • All environmental work and reporting necessary to meet permitting requirements set by Island County Planning, WDFW, WDOE, and the US Army Corps of Engineers, including assessment, mitigation and monitoring plans. • Coordination regarding all utility related issues, if any. • Development of full plan set, stamped by a Washington State Licensed Engineer, meeting requirements of Island County, Washington Department of Transportation (WSDOT), LAG Manual, and applicable Local, State and Federal regulations. • Proposed roadway design within bounds of project area. • Construction Cost Estimate. • Development of project specific special provisions in the format of WSDOT’s standard specifications, and meeting the requirements of Island County, WSDOT, LAG Manual and applicable Local, State and Federal regulations. Island County reserves the right to retain the services of the successful firm for any subsequent phases (ROW, CN) associated with this/these projects.
