City of Arlington Notice of Application File Name: Project Cascade File Number: PJ26-1428 The City of Arlington has issued a Notice of Application The applicant is proposing to construct a single, 56-foot tall distribution facility with a building footprint of 1,229,747sf, together with auxiliary structures, on approximately 156 acres. The proposed use of the facility is a fulfillment center/distribution facility and is located within the Light Industrial zone and within the regionally designated Cascade Industrial Center. The applicant indicates the development is anticipated to create over 1,000 new jobs. Site improvements include approximately 750 car parking stalls, 498 trailer parking stalls, 58 truck loading docks, landscaping improvements, and enhanced stream and wetland buffers, as well as creation of the Edgecomb Creek Trail. Utility improvements include upgraded stormwater drainage systems, a sanitary sewer connection, domestic and fire water service, a water loop throughout the site, and other utility improvements necessary to serve the building. Grading will include site preparation for hardscape, landscaping, the buildings, and retaining walls. Approximate grading quantities include 29,000 cubic yards of cut and 543,000 cubic yards of fill. Vehicle parking is located nearest the main building entrance on 59th St. The truck court and loading docks are located at the rear of the building. Where trailer parking is proposed adjacent to 172nd St NE, the project includes an additional landscaped screening berm. Off-site improvements include upgrades to 59th Ave, and 160th St to match the dimensions and character of the existing improved portions of 59th Ave immediately north of the project and 160th St within the surrounding industrial/commercial district. The construction of 59th Ave includes a 76-foot right-of-way, with a sidewalk on one side, a multi-use trail on the other, a center lane, and two travel lanes. Access is proposed from the new 59th Ave improvements via two passenger vehicle driveways and two truck driveways. Construction of 160th Ave is also proposed to extend west from 59th Ave, with a 70-foot right-of-way, 12-foot sidewalks on each side, and a center turn lane. Improvements will also include 172nd St and parts of a new trail located partially within public right of way. The front of the building (west elevation) includes a lower ground floor with detailed modulation of the concrete walls, expressed through a regular rhythm of concrete panels forming the building base. This base incorporates a heavier, darker primary color with lighter-colored insets, along with storefront glazing serving employee areas on either side of the main entry. The main building entrance is articulated through a clearly defined entry sequence, beginning with site pedestrian circulation and hardscape improvements and continuing to the entry canopy and storefront. Raised metal architectural panels are provided on the north, south, east, and west elevations to articulate the upper wall areas. These raised panels break up larger wall sections and add depth and shadow to the elevations. Proposed building materials include durable, long-lasting materials well suited to the Northwest’s wetter climate, including concrete, metal panels and canopies, aluminum storefront systems, and glass in a variety of shapes and proportions, with additional modulation and articulation concentrated at the lower ground-floor pedestrian areas. The application includes a variance request from the City of Arlington height limit for consistency with City of Marysville’s Smokey Point Master Plan.
