CITY OF MONROE MONROE, WASHINGTON DETERMINATION OF NON-SIGNIFICANCE (DNS) File Number: CA2024-04, SEPA2026-08 Name of Proposal: Middle Housing Code Amendments Description of Proposal: The City of Monroe is proposing code amendments to allow more housing options in residential zones in the hopes that a variety of housing developments will create attainable housing for all current and future residents of Monroe. The goal for the middle housing code amendments is to provide opportunities for higher-density infill development designed to be visually compatible with the existing scale, massing, and architectural character of surrounding neighborhoods. Proponent: City of Monroe Location of Proposal: The proposed amendments affect R7 and R15 zoning areas throughout the city. The City of Monroe is located in east Snohomish County at the interchange of US-2, SR-522, and SR-203. The city is approximately 16 miles east of the City of Everett and 33 miles northeast of the City of Seattle. Lead Agency: City of Monroe Threshold Determination: The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) IS NOT required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency.
