Snohomish County PUD No. 1 DETERMINATION OF NONSIGNIFICANCE (DNS) (WAC 197-11-970) Name of Proposal: Osprey Park Pedestrian Bridge Replacement Description of Proposal: The proposed project will replace a pedestrian bridge located within Osprey Park, an 85-acre City of Sultan park situated on property owned by Volunteers of America Western Washington. The bridge will span a 19-foot-wide side channel that was constructed in 2024-25 and is part of an existing side channel network of the Sultan River. The previous pedestrian bridge failed and fell into the channel during a high flow event in December 2025. The new bridge, a 40-foot-long by 8-foot-wide prefabricated steel frame bridge with wood decking, will have a longer span than the preexisting bridge, allowing the abutments to be installed further landward of the ordinary high water mark. Proponent: Public Utility District No. 1 of Snohomish County Location of Proposal, including street address, if any: The project is in the Lower Sultan River subbasin of the Snohomish Watershed, in Water Resource Inventory Area (WRIA) 7, within the southeast portion of Section 31, Township 28 North, Range 08 East of the Willamette Meridian, in Snohomish County, Washington. The site address is 607 1st Street Sultan, Washington (Parcel #28083100400400) which is located on the east side of the Sultan River. Lead Agency: Public Utility District No. 1 of Snohomish County The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency.
