LEGAL NOTICE SOUND TRANSIT EVERETT LINK EXTENSION PROJECT NOTICE OF AVAILABILITY FOR DRAFT ENVIRONMENTAL IMPACT STATEMENT Sound Transit (the Central Puget Sound Regional Transit Authority) and the Federal Transit Administration (FTA) are issuing this notice to advise the public, Tribes, agencies, and potentially affected property owners that a Draft Environmental Impact Statement (EIS) has been prepared for the Everett Link Extension (EVLE) Project. The Draft EIS describes the alternatives and environmental consequences of building and operating an extension of the Link light rail system from the city of Lynnwood to the city of Everett in Snohomish County, Washington. The Draft EIS has been prepared pursuant to the State Environmental Policy Act (SEPA Ch. 43.21C RCW) and the National Environmental Policy Act (NEPA, 42 U.S. Code 4321, et seq.). Sound Transit is the lead agency under SEPA and FTA is the lead agency under NEPA. The major choices for the project are the location of the light rail alignment and stations and the location of the 50-70 acre operations and maintenance facility. The Sound Transit Board will consider the analysis in the Draft EIS; public, Tribal, and agency comments on the Draft EIS; and other information before identifying, confirming, or modifying the preferred alternative for the EVLE Project. Sound Transit and FTA will then prepare a Final EIS. After publication of the Final EIS the Sound Transit Board will select the project to be built and FTA may issue a Record of Decision. Sound Transit and FTA will hold a 45-day public comment period on the Draft EIS, including one virtual and three in-person public meetings. The comment deadline is November 2, 2026.
