CITY OF LAKE STEVENS SEPA DETERMINATION OF NON-SIGNIFICANCE Issuance Date: September 26, 2026 Project Name (No.): 36th ST NE Bridge Replacement /LUA2026-0142 Applicant: Olin Anderson, City of Lake Stevens Description of Proposal: The applicant has submitted Construction Plans and a SEPA checklist for the replacement of an existing bridge over Catherine Creek at 36 th ST NE. The timber bridge, measuring 6 to 8 feet in height with a span of approximately 18 feet wide across the creek, is undersized based on current regulatory guidance. The new bridge will span the full width (103 feet) of the Catherine Creek riparian floodplain. The height of the bridge will be raised to accommodate the longer length and provide a minimum of 3 feet of freeboard. Earthen walls will be constructed to support and retain the fill needed for the raised road height. The project will provide sidewalk connectivity for pedestrian safety on the north side of the road. The side path will connect with the sidewalk on the north side of 36th ST NE in front of the post office. The new bridge will have 11 ft travel lanes and an 8.5 ft side path for pedestrian and bike access. The project will result in the creation of new stream area and re-establishment of floodplain wetland area where road fill, currently bounding the exiting bridge, will be removed. In-stream large wood and log habitat features and native vegetation will be installed to benefit fish and wildlife. The in-water construction area associated with the project, approximately 0.41 acres, includes the subject reach of Catherine Creek extending approximately 90 feet to the upstream and downstream of the bridge and its associated riverine wetland area. The applicant has provided as part of the application a critical areas report, narrative and SEPA checklist.
