DETERMINATION OF NON-SIGNIFICANCE Lake Stevens School District No. 4 Secondary Innovative Learning Center & Gym at Mt. Pilchuck Elementary School DESCRIPTION OF PROPOSAL: The Lake Stevens School District (District) is proposing to construct a new Secondary Innovative Learning Center (SILC) and new gymnasium at Mt. Pilchuck Elementary. The proposed SILC is projected to house 200 secondary students and 44 Transitions students. The size of the SILC is approximately 29,000 square feet on two floors. The new gymnasium is proposed to be approximately 5,250 square feet. Primary access for the SILC is proposed to be via a new access from 127th Avenue NE. A new multi-modal path along 127th Avenue NE will replace the existing sidewalk. No changes in access or frontage are proposed along 20th Street NE. A total of 138 parking spaces are provided with an additional 59 parking stalls that could be provided in the future. The project site occupies approximately 11.12 acres of the overall 24.76-acre property. Proposed improvements will result in 6.23 acres of impervious surface (25% of the site), while 17.72 acres will be pervious (71% of the site). The proposal will include a slight increase in impervious surfaces and small decrease of pervious surfaces due to the proposed ROW dedication. The project lies within the Lower Catherine Creek stormwater drainage basin, where flows on the western portion of the site are collected in catch basins and discharged into an existing stormwater main in 127th Avenue NE. Flows also move west to east on the eastern side (Catherine Creek Park) of the property draining through natural drainageways and multiple streams onsite. Water utilities will be served by the existing public water mains in both 20th Street NE and 127th Avenue NE. Sewer utilities will be served by the existing infrastructure within 127th Avenue NE. The proposal would require a Site Plan Review, Design Review, Building Permits, Construction Plan Review approval, Demolition Permits and other construction permits from the City of Lake Stevens. PROPONENT: Lake Stevens School District No. 4 LOCATION OF PROPOSAL: The site is located at 12806 20th Street NE, Lake Stevens, Washington, 98258. The Snohomish County tax parcel number for the site is 29060800400100. LEAD AGENCY: Lake Stevens School District No. 4 Note: Issuance of this threshold determination does not constitute approval of the permit. This proposal will be reviewed for compliance with all applicable City of Lake Stevens codes and regulations that regulate development activities. The lead agency for this proposal has determined that the proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This determination assumes compliance with State law and City of Lake Stevens ordinances related to general environmental protection including, but not limited to access improvements, building construction, drainage and utilities. This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public upon request. It is the policy of the District that, when undertaking an action involving the exercise of substantive SEPA authority, the District shall consider, as appropriate under the circumstances, the ramifications of such action as to one or more of the factors listed in Lake Stevens School District Policy 3100, 7.4, Substantive Authority. This Determination of Non-Significance (DNS) is issued under WAC 197-11-350(2). The lead agency will not act on this proposal for 14 days from the date below.
