**NOTICE OF REVISED SEPA DETERMINATION** The Town of Friday Harbor, acting as SEPA lead agency, has withdrawn the Determination of Non-Significance (DNS) issued for this proposal on June 24, 2026, and has issued a Mitigated Determination of Non-Significance (MDNS) in its place, pursuant to WAC 197-11-340(3)(a) and WAC 197-11-350. This action is taken in response to comments received from the Washington State Department of Archaeology and Historic Preservation and the Tulalip Tribes regarding potential impacts to archaeological and cultural resources. With the mitigation measures identified in the MDNS - including completion of a professional archaeological survey prior to any ground-disturbing activity - the Town has determined the proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c).
