Peninsula Housing Authority will accept sealed bids from Qualified General Contractors for the construction of a 24-unit apartment building and associated site improvements known as Eklund at Gales. The construction value of the project is estimated to be approximately $7,482,567 excluding sales tax. The Peninsula Housing Authority is a non-taxable entity. B. Sealed bids will be accepted at the 727 E 8th Street office of the Peninsula Housing Authority until 2:00pm, August 31, 2026 at which time they will be opened and read aloud. Sealed bids must be submitted on the forms provided. Bids received after the day and hour stated above will not be accepted. 1.05 AVAILABILITY OF BIDDING DOCUMENTS: A. Bid documents for the project will be available after 5 pm on Monday August 3, 2026. B. The project is funded primarily by the Washington State Department of Commerce, Housing Trust Fund and Clallam County Affordable Housing Sales and Use Tax Fund. A Bid Deposit is required for this Bid Submittal: All bid proposals must be on the form provided and must be accompanied by a bid proposal deposit in cash, certified check, cashier's check or surety bond in an amount equal to five percent (5%) of the amount of the bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited. 1.10 CONSTRUCTION SCHEDULE: A. A Notice of Award expected by September 4, 2026 and Substantial Completion no later than December 1, 2027. 1.11 APPRENTICESHIP A. 15% apprentice labor hours of the total hours are a requirement of the Construction Contract subject to a verified Good Faith Effort and the completion of Apprenticeship Utilization documentation. Apprentice hours apply to construction hours on site, not in factory.
