City of Arlington Notice of Application & Optional DNS Process File Name: Quick Quack Car Wash File Number: PLN#1443 The City of Arlington has issued a Notice of Application This Notice of Application is provided to inform the public that the City has received a complete application submittal for the property identified in this notice. Documents provided with or referenced in this notice are submitted materials and should not be construed as final City-approved plans, reports, studies, or determinations. The issuance of this notice does not indicate that the City has completed its review, determined the adequacy of the submitted materials, or concluded that all environmental impacts have been fully or properly identified. Further review, including any required environmental review under applicable law, will occur as part of the City’s permitting process The applicant is proposing to construct a Quick Quack Car Wash on an approximately 0.87-acre site located at the northwest corner of Smokey Point Drive and 172nd Street NE (State Route 531). The site consists of one parcel and is located within the Highway Commercial zone. Surrounding properties are developed with commercial uses, and Interstate 5 right-of-way is located west of the project site. The proposed development includes an automated car wash facility with a 108-foot wash tunnel, two vehicle queuing lanes, payment kiosks, 17 vacuum stations with canopies, two vacuum enclosures, and associated site improvements. Site improvements include utility connections, exterior lighting, stormwater improvements, landscaping, and other improvements necessary to serve the proposed use. Grading will be performed for the purposes of constructing the car wash building and accessory structures and parking lot improvements. The project proposes 100 cubic yards of cut and 2,800 cubic yards of fill. SEPA Environmental Review: The City of Arlington has reviewed the proposed project for probable adverse environmental impacts and expects to issue a Determination of Nonsignificance (DNS). The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. Agencies, tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts.
