NOTICE OF AVAILABILITY AND REQUEST FOR COMMENTS PAINE FIELD AIRPORT WESTSIDE CARGO AEROSPACE COMPLEX DRAFT ENVIRONMENTAL ASSESSMENT The Federal Aviation Administration (FAA), Northwest Mountain Region, is issuing this notice to advise the public of the availability of the Draft Environmental Assessment (Draft EA) and request for comments for proposed improvements to the Paine Field Airport (PAE). The FAA issued its Draft EA on September 1, 2026. DATES: The public comment period for the Draft EA begins with the issuance of the Notice of Availability and lasts 30 days. Send comments from September 1, 2026 through September 30, 2026. Send comments with the subject line, “Public Comment on PAE Westside Cargo Aerospace Complex Draft EA” on all submitted correspondence using the following method. Privacy: The FAA will post all comments it receives, without change, including any personal information the commenter provides, to the Final EA, along with the FAA's response to those comments. SUPPLEMENTAL INFORMATION: The Draft EA has been prepared in accordance with FAA Order 1050.1G, Environmental Impacts: Policies and Procedures and with existing national environmental policies and objectives set forth in Section 101 of the National Environmental Policy Act of 1969, 42 U.S.C. 4321 et seq. (NEPA), the requirements of Section 106 of the National Historic Preservation Act, and all other applicable special purpose laws. The federal action requested from the FAA is for the approval of the portions of the Airport Layout Plan (ALP) that depict the proposed improvements. The FAA is granted the authority to issue unconditional or mixed ALP approval of airport development, for which the FAA has ALP approval authority, under 49 U.S.C. § 47107(a)(16) and § 47107(x).
